About Us

Steve Tarr has more than twenty years experience building and leading high performing teams in customer-focused retail/multi-channel mobile wireless and patient-centered healthcare delivery. He is principal of Steve Tarr Consulting LLC and Adjunct Professor at Washington State University. He led the stabilization and dramatic transformation of business strategy a number of organizations such as John C. Lincoln Health Network and Santa Clara County Health and Hospital System, partnering with senior executives to redefine the future of the business. While Chief Information Officer at Northwest Hospital & Medical Center in Seattle, he was responsible for partnering with medical and professional teams to plan, execute, and deliver innovation including the merger with the University of Washington Medicine. As Chief Technology Officer at the University of Washington Medicine, Dr. Tarr was responsible for Harborview, a level-one trauma center, and UW Medical Centers. He was the co-leader of the five-year UW Medicine IT Strategic Plan, which partnered with clinicians to prioritize a large investment portfolio then deliver significant results.


Prior to that Dr. Tarr was Senior Vice President and Chief Information Officer at Advanced Radio Telecom, a broadband fixed wireless company with spectrum across the U.S., the U.K., and Scandinavia. His teams created the IT core of the business and established the Customer Care team. As a member of the senior executive team, Dr. Tarr participated in Wall Street analyst calls and venture capital forums in which the company raised over $250 million.  He was part of a superb executive team at a Verizon Wireless predecessor in the role of Vice President of Information Technology during a time of explosive cellular growth and market-driven innovation.


In each company, Dr. Tarr led the senior executive teams through the development and use of the corporate balanced scorecard as the overall management framework. He also gained experience with mergers, acquisitions, divestitures, and major reorganizations – and the systems all kept running.  His doctorate was earned in Systems Science from Portland State University, Master of Science in Computer Science and Bachelor of Science in Biology from Washington State University.


Dr. Tarr is the author of Yes You! Yes Now!® Leadership and The Green Method of Practical Technology Project Management. He is the founder and principal consultant of Steve Tarr Consulting, offering services in personal leadership development, corporate performance management, Balanced Scorecard, IT planning, business-IT alignment, and facilitation.

 

He is a member of the Washington State University National Board of Advisors for the College of Business, Advisor to the WSU College of Nursing, Chair of the WSU Information Systems Board, Member of the Governing Board of the Phoenix CIO Executive Summit, and has been Executive-in-Residence for the Technology Executive Leadership Program. Dr. Tarr speaks at universities and conferences on topics such as Personal and Team Leadership, Portfolio Management, Business Transformation, and Customer Service.
